Summary of this volume: The Carpathian Summer School of Physics 2018 was the 28th edition of a tradition that began in 1964 and the 7th in the latest series with the same title organized in Mamaia (2005) and Sinaia (2007, 2010, 2012, 2014 and 2016). These events were a combination of school and conference formats, attended by lecturers and students from 4-5 continents. The subjects cover a very wide range of topics of fundamental and applied physics, with focus on nuclear physics for astrophysics, stellar dynamics and nucleosynthesis modeling, cosmology, astroparticles and applications with small accelerators. These Proceedings contain the papers submitted by lecturers and the communications submitted by the young researchers, students or post-docs. In addition, short descriptions of how the event went are added by the Editors.
